SEEDS:
SEEDS is NASA’s Strategy for Evolution of ESE Data Systems (SEEDS). The primary goal of the NASA’s Earth Science Enterprise (ESE) standards process is to facilitate interoperability among components of the ESE network of data systems. Under the ESE, the Strategy for Evolution of ESE Data Systems (SEEDS) has instituted a process of peer review for standards adoption used by NASA funded Earth science activities. An important motivation underlying the process is a realization that documentation of established practices used by and targeted to particular science measurement data sets will enable greater flexibility and interoperability among data systems. SEEDS Vision:
  • Engage the data user/data producer community in establishing and maintaining a unifying framework and management guidelines
  • Allow new missions, science teams, and applications projects to implement their own data systems and services while maintaining an aggregated system-wide interoperability.


The WRAP project directly parallels the developmental track and objectives of the Strategic Evolution of ESE Data Systems (SEEDS). Our efforts promote the development of community and user-driven working groups (our TFRSSC) to fully exploit NASA technologies, to define standards for new system development, to support metric planning, and to adopt and maintain guidelines for data formats to support the Forest Service fire decision support system.

The WRAP project aligns specifically with the Technology Needs and Infusion Plans Study Team. This team determines the processes by which technology needs are identified and technology investments are infused into the evolving NewDISS. Our coordinated efforts to assist the Forest Service with the infusion of NASA-developed technologies, in order to derive an improved fire decision support system aligns exactly with the this SEEDS working groups objectives.

Our WRAP project will follow SEEDS standards and suggestions to assist the US Forest Service and other cooperating agencies having fire management and fire imaging responsibilities, in establishing and maintaining a unifying exchange and sharing framework of remotely sensed imagery and pertinent GIS layers. Under a web-based spatial decision support system, multiple agencies can rapidly share and exchange their GIS databases and remotely sensed imagery for application to multiple disaster management scenarios similar to wildfire.
Such information exchange is essential to pre-emergency planning, critical first response actions, relief efforts, and recovery. Furthermore, such information can greatly enhance daily operations and cooperation among agencies in meeting wildfire information management and mitigation.



ESIP:
The Federation of Earth Science Information Partners brings together government agencies, universities, non-profit organizations, and businesses in an effort to make Earth Science information available to a broader community.
The technological advances and political atmosphere leading to the formation of the Federation were fueled by scientific discoveries that showed potential adverse impacts upon the environment due to human activity. The objective of the Federation is to evolve methods that make Earth science data easy to preserve, locate, access and use for all beneficial applications, including:


  • research

  • education

  • commercial development

  • agriculture

  • land management

  • environmental monitoring

  • policy making

  • and many other applications



The scientific information must be of high quality, easily accessible and low in cost. The Federation was established to make these things a reality by:

  • Encouraging and establishing the use of best science practices in the production of high quality data, information, products and services

  • Ensuring that data and information is readily accessible and easily exchanged leading to new types of integrated Earth Science data products

  • Contributing to the development of an Earth science information economy through the comprehensive consideration of applications, research and commerce.

  • Increasing the diversity and breadth of users and uses of Earth science data, information, products and services



The WRAP project is an active participant in the Earth Science Information Partnership (ESIP) Federation. The project was elected as a Type II member (Earth Science Centers) of the Federation in the winter of 2003. The Principal Investigator has participated in the Summer 2003 meeting in fulfillment of requirements for successful support of the NASA REASoN CAN. The team plans on participation at the Summer 2004 ESIP Meeting and Workshop in Ashville, NC.
